Organization and Goals

The Ethiopian International Institute for Peace and Development (EIIPD) is an autonomous institution with a personality of its own. It was established in 1966 as a public institution pursuant to "council of Ministers Regulation Number 5/1996". On the bases of the duties and objectives assigned to it the Regulation, the EIIPD has the following functions.

First, it embraces a Foreign Service training institute which caters for the capacity enhancement of young newly recruited and in-service diplomat as well as newly appointed ambassadors and other diplomats.

Second, it is a peace, development and strategic studies institute which caters for the capacity building of public service officials drawn from various ministries, regional states, countries of the horn of Africa sub region and Africa as a whole.

Third, it has a research Institute which undertakes peace and conflicts studies on such issues as the Ethio-Eritrean Conflict, the Somalia crisis, the conflict in South Sudan etc… and research on issues of strategic interests for Ethiopian such as the Nile, food security, etc.

Fourth, it has a think-tank, advocacy and networking institution which undertake activities in public Diplomacy to improve Ethiopian’s bilateral and multilateral relations. It does this by organizing conferences and seminars and liaising with national and international organizations. It also performs a bridging role between the public and private sectors as well as civil society organizations in Ethiopia.

Philosophy

The bedrock of the philosophy of the EIIPD training and its guiding objectives, inter alia, include raising the knowledge, skills and awareness of prospective and professionals of different ministries in the public sector. Its final mission is to render public service to such officials and public servants so as to make them appreciative of, and articulate, Ethiopian policy issues and topics of sub-regional and international interests. The training also helps foster bilateral and multilateral dialogues on peace, security and strategic relations in order to derive benefits from their dividends in advancing democracy and economic development.

Function, Content and Orientation  

The EIIPD also aims to help the trainees acquire proficiency in the art and skills of negotiation requisite for dialogue in the international fora. As a result of such training and orientation, diplomats and other public service officials hopefully become committed and knowledgeable agents of the democratic process, both in their outlook and in the performance of their duties.

Further, the EIIPD via its research function tries to undertake research in Ethiopia’s international relations and on peace, development, gender, the environment, good governance, conflicts and on issues of strategic concern such as the issues and food security. Coupled with these, it performs policy think-tank, as well as national and international networking functions.

The above central goals are pursued through training, research and think-tank programs which cater for the stipulated objectives and specialized needs of different categories of trainees.                                                                                                                                                Top

Special Features of the EIIPD

The distinctive features of the EIIPD capacity building and research program which set it apart from that of most other institutions are that the training is: 

  1. Custom-made and demand driven;

  2. Applied in character and  orientation;

  3. Ethio-and Afro-centric in content;

  4. Centered on participatory planning which aims to accommodate the specialized needs and  expectation of individual  trainees;

  5. Based on in-built evaluation mechanisms at mid-term and at the end of each module and cycle of training. These  provide  an opportunity for ploughing in the trainee feedback; and 

  6. Geared towards performing abridging role between the public sector on the one hand and the private sector and civil society on the other.

Further, most of the capacity building inputs are intended to provide an immediately usable kit of knowledge. The training is custom-made to the identified manpower development needs.

Besides, an attempt is made to create a natural linkage between the training, research and think-tank functions by ploughing the empirical data of research findings into capacity building programs and by involving practitioners in the training.

Mission of the EIIPD               

The Ethiopian International Institute for Peace and Development (EIIPD) is an autonomous institution with a juridical personality of its own. it was established pursuant to the Council of Ministers Regulation No.5/1996.

The objectives, given the it by Article 5 of the regulation establishing it, are to:

  1. Undertake research and training activities designed to promote corporation and partnership between Ethiopia and the International community with a view to insuring strict absorbance of democratic and human rights guaranteed to all citizens by the constitution

  2. Strengthen the privilege peace and stability and enhance the progress  of economic and  social development

  3. Contribute towards strengthening relations among countries of the Horn of Africa based on mutual trust and respect and on the promotion of common interests and benefits

  4. Explore the potential for future enhancement of security, stability and socioeconomic development in Ethiopia and the Horn  of Africa through research activities as well as the provision of conceptual and practical support via its publication and training programs;

  5.   Promote corporation between countries of the Horn of Africa and the International community with a view to strengthening sustainable peace and development in the region; and

  6.  Promote the creation and expansion of relations, based on mutual benefits, with other regions of the world. more                                                                                       Top

Its "power and Duties ", as stated in article 6, are to:

  1. Conduct and disseminate policy-option studies on issues relating to peace and development;

  2.  Review the implementation and application of policies and principles pertaining to the building of democratic institutions, observance of human rights and maintenance of   peace and security;

  3. Undertake research and studies and conduct training  programs designed to promote a democratic culture and peaceful resolution of conflict;

  4.  Ensure the strict observance of human rights and enhance good governance characterized with accountability, transparency and public confidence by promoting expansion and strengthening of democratic institutions;

  5. Collect and analyze information on issues related to peace and development disseminate the outcome to all concerned;

  6. Contribute and assist in the peaceful resolution of conflicts at national or regional levels;

  7. Conduct training programs designed to promote sustainable peace and development with particular infancies on peaceful methods of conflict resolution;

  8. Organize seminars, workshops, symposium and conferences to share knowledge and practical experience;

  9.  Establish working relations with governmental and international agencies, non governmental organizations and institutions which have similar goals; 

  10. publish and distribute the result of studies and research activities;

  11. Solicit and accept donation for the fulfillment of the objective of the institution;

  12. Fix and collect fees, as may be necessary, for services rendered;

  13. Own property, enter into contracts and take legal action on matter that have to do with the institute; and

  14. Carry out such other such activities as may be necessary for the fulfillment of the objectives of the institute.
